MPAC REASSESSMENTS – PARKBRIDGE 2023 TAX RECONCILIATION NOVEMBER 10, 2023

 

 

FROM THE MPAC WEBSITE NOVEMBER 22 2023:  Our Property Assessment Notice shows the assessed value and classification of your property as of a legislated valuation date. The fixed valuation date for 2024 remains January 1, 2016 – the end of the last assessment cycle.

 

Due to the COVID-19 pandemic, On August 16, 2023 the Ontario government filed a regulation to amend the Assessment Act and postpone the province-wide 2020 reassessment through the end of the 2021-2024 Assessment Cycle.  Property assessments for the 2023 and 2024 property tax years will continue to be based on fully phased-in January 1, 2016 current values.

 

 In 2016, we mailed a Property Assessment Notice to every property owner in Ontario. Your 2016 Notice reflects the assessed value and classification of your property as of January 1, 2016 and this will be used as the basis for calculating your 2023 and 2024 property taxes.

 

We continue to review properties during non-Assessment Update years as new homes are built, owners renovate, structures are demolished, and properties change use. (end)

 

 The Association continued the investigation because several residents received MPAC Reassessments which were reported in Parkbridge 2023 Tax Reconciliation dated Nov. 10/23.  This further investigation reveals that MPAC and the Municipality struck a Service Agreement In 2019 where the Municipality informs MPAC if work has been done that required a permit.  So if a building permit was/is required for the upgrades on homes, MPAC would have to be advised by the Municipality.

 

As a result, MPAC may carry out an individual reassessment.  Property Assessments will be sent throughout the years if, as examples:  1) change in your property including an addition, new construction, or renovation; or 2) a structure on your property was assessed for the first time.  Basically anything that needs a building permit (does not mean everyone) through this Service Agreement the Municipality has to report it to MPAC.  Don’t know of anything else that might have triggered the individual assessments other than the Building Permits covered by the Service Agreement between the Municipality and MPAC.

If you do not have a document identified as MPAC ask MPAC for it, otherwise you have nothing to verify authenticity, not that anything could be wrong, but you will not have MPAC documentation to challenge, if decided.  You should be entitled to it.  You could challenge this reassessment on the basis of what was done was not enough to warrant the increase based on what improvements were made.  If MPAC has a service agreement with the Town of Innisfil, it could be likely there are service agreements with other municipalities as well.

 

FURTHER INFORMATION FORTHCOMING (Nov 27/23):  There are 30 residents faced with this reassessment regarding building permits.  Parkbridge has told anyone who was owing more the $175 not to pay Parkbridge and to wait until confirmation received back from MPAC and at that time Parkbridge will get back in touch with you. Parkbridge is more than willing to work out a payment plan and it will not be charged on your Pre-authorized Monthly Payment.  Parkbridge has confirmed that the amounts are correct as confirmed by MPAC when asked.  MPAC will not discuss your reassessment of your home with Parkbridge.  Three or 4 of the 30 affected homeowners were reassessed:  1) without building permits; 2) not correct in the first place; 3) MPAC is doing spot checks. Some of these building permits were within the last five years.  Even if the home had a reassessment, the new homeowner purchased the home as reassessed. 

 If you do not agree with the reassessments, you can absolutely call MPAC to discuss your individual case.  When a homeowner called during the initial investigation the information received back from MPAC was incorrect.  You can call MPAC and provide information that you own the home and they will discuss your file and send you the record for your files.  Make sure when you talk to MPAC, you are only looking for the structure of your home NOT THE LAND PORTION.  Make sure you let MPAC know this as it is extremely important.
